Shall the Pinellas Suncoast Fire & Rescue District be authorized to increase its levy of non-ad valorem assessments annually without referendum approval by a percentage not greater than the average of the annual percentage increase in Florida personal income for the previous five years or the percentage increase in the Florida consumer price index for the previous year, whichever is greater?
